hesitation in expressing my opinion, that both Military and Civilians would be gainers in a sanitary point of view The Hospital system has always appeared to me very inadequate to the population- In fact it may be broadly

stated that there is no

Hospital for Chinese, who form such a vast majority

of our population.

There

are three Classes of Patients;

1. The utterly destitute whether

Foreign or Native

2.

The

paying

Chinese and

5. The

paying

European.

In the Government

Civil Hospital we

we recognise only- the first class besides the Police force. In the Seamans Hospital only the third class is recognised... I believe that if the two establishments were

amalgamated

small taxe levied on the whole population, European and Native, such

an

Hospital might

be created as would be worthy
